Het\u00a0nieuwe\u00a0kader\u00a0heeft\u00a0echter\u00a0op\u00a0een\u00a0aantal\u00a0belangrijke\u00a0punten\u00a0veranderingen\u00a0doorgevoerd.\u00a0Voordat\u00a0we\u00a0twee\u00a0concrete\u00a0gevallen\u00a0bekijken,\u00a0volgt\u00a0hier\u00a0een\u00a0beknopte\u00a0samenvatting\u00a0van de\u00a0basisbegrippen.\u00a0<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-button-secondary-color has-text-color has-link-color wp-elements-c3cec101af8c913d175b52333d63206d\">Herhaling&nbsp;van de&nbsp;basisbegrippen&nbsp;<\/h2>\n\n\n\n<h3 class=\"wp-block-heading has-button-primary-color has-text-color has-link-color wp-elements-7b4e52eaf7eb545a334fd627ceac3270\"><strong>1. Wat de SDT&nbsp;beoogt&nbsp;(en niet&nbsp;beoogt)<\/strong>&nbsp;<\/h3>\n\n\n\n<p>De&nbsp;huidige&nbsp;wetgeving&nbsp;inzake&nbsp;de&nbsp;SDT:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Heeft\u00a0<strong>alleen<\/strong>\u00a0betrekking\u00a0op\u00a0<strong>Walloni\u00eb<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Is\u00a0alleen\u00a0van\u00a0toepassing\u00a0op\u00a0<strong>detailhandelszaken\u00a0<\/strong>met\u00a0een\u00a0<strong>netto\u00a0verkoopoppervlakte\u00a0van\u00a0meer\u00a0dan 400 m\u00b2<\/strong>, met de\u00a0mogelijkheid\u00a0om de\u00a0drempel\u00a0<strong>te\u00a0verlagen\u00a0tot\u00a0200 m\u00b2\u00a0<\/strong>als\u00a0de\u00a0gemeente\u00a0daartoe\u00a0besluit\u00a0(besluit\u00a0van de\u00a0gemeenteraad).\u00a0<\/li>\n<\/ul>\n\n\n\n<p>De&nbsp;basisreflex:&nbsp;controleer&nbsp;zowel&nbsp;de&nbsp;<strong>regio<\/strong>, de&nbsp;<strong>omvang&nbsp;<\/strong>als&nbsp;het&nbsp;eventuele&nbsp;<strong>gemeentelijke&nbsp;besluit<\/strong>.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-button-primary-color has-text-color has-link-color wp-elements-910e4e2bebf9aa70cdaf16e8ae3c8a96\"><strong>2. Het&nbsp;sleutelbegrip: de&nbsp;nettoverkoopoppervlakte<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Alleen&nbsp;de&nbsp;<strong>netto&nbsp;verkoopoppervlakte&nbsp;<\/strong>wordt&nbsp;in&nbsp;aanmerking&nbsp;genomen.&nbsp;&nbsp;<\/p>\n\n\n\n<p>De&nbsp;netto&nbsp;oppervlakte&nbsp;is&nbsp;de&nbsp;<strong>verkoopoppervlakte&nbsp;die&nbsp;toegankelijk&nbsp;is&nbsp;voor&nbsp;het&nbsp;publiek<\/strong>,&nbsp;waar&nbsp;er&nbsp;een&nbsp;(directe&nbsp;of&nbsp;indirecte)&nbsp;uitwisseling&nbsp;met de&nbsp;klant&nbsp;plaatsvindt.&nbsp;<br>Deze&nbsp;omvat&nbsp;met&nbsp;name:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>De\u00a0kassazones.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>De zones\u00a0achter\u00a0de\u00a0kassa&#8217;s\u00a0waar\u00a0de\u00a0klant\u00a0nog\u00a0steeds\u00a0rondloopt.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>De\u00a0inkomhal\u00a0als\u00a0daar\u00a0goederen\u00a0worden\u00a0tentoongesteld.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>De niet-overdekte\u00a0oppervlakten\u00a0die\u00a0toegankelijk\u00a0zijn\u00a0voor\u00a0het\u00a0publiek\u00a0en\u00a0waar\u00a0een\u00a0commerci\u00eble\u00a0activiteit\u00a0plaatsvindt\u00a0(bepaalde\u00a0buitenruimtes,\u00a0luifels,\u00a0enz.).\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Alles&nbsp;wat&nbsp;niet&nbsp;toegankelijk&nbsp;is&nbsp;voor&nbsp;het&nbsp;publiek&nbsp;of&nbsp;waar&nbsp;geen&nbsp;directe&nbsp;commerci\u00eble&nbsp;interactie&nbsp;plaatsvindt&nbsp;(voorraden,&nbsp;magazijnen, interne&nbsp;kantoren,&nbsp;technische&nbsp;ruimtes,&nbsp;enz.)&nbsp;valt&nbsp;<strong>niet&nbsp;<\/strong>onder de&nbsp;netto&nbsp;commerci\u00eble&nbsp;oppervlakte.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-button-primary-color has-text-color has-link-color wp-elements-468ad92c8193d6ed8d1ed5e0de80084c\"><strong>3. Het&nbsp;winkelcentrum:&nbsp;een&nbsp;optelsom&nbsp;van&nbsp;oppervlakten<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Het&nbsp;begrip&nbsp;<strong>winkelcentrum&nbsp;<\/strong>blijft&nbsp;centraal&nbsp;staan.&nbsp;<\/p>\n\n\n\n<p>Een&nbsp;commercieel&nbsp;complex&nbsp;wordt&nbsp;gedefinieerd&nbsp;door&nbsp;een&nbsp;<strong>juridische&nbsp;en\/of&nbsp;feitelijke&nbsp;band<\/strong>,&nbsp;bijvoorbeeld:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dezelfde\u00a0vergunning,\u00a0dezelfde\u00a0eigenaar.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gezamenlijke\u00a0toegang\u00a0en\/of\u00a0parkeerplaats.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Architecturale\u00a0samenhang.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>In&nbsp;een&nbsp;commercieel&nbsp;complex&nbsp;<strong>worden&nbsp;<\/strong>de&nbsp;<strong>netto&nbsp;commerci\u00eble&nbsp;oppervlakten&nbsp;bij&nbsp;elkaar&nbsp;opgeteld<\/strong>. Het&nbsp;is&nbsp;dus niet&nbsp;alleen&nbsp;de&nbsp;grootte&nbsp;van&nbsp;elke&nbsp;cel&nbsp;die&nbsp;telt, maar de&nbsp;<strong>som&nbsp;van&nbsp;<\/strong>de<strong>&nbsp;netto&nbsp;oppervlakten&nbsp;<\/strong>van&nbsp;alle&nbsp;entiteiten&nbsp;die het&nbsp;complex&nbsp;vormen.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-button-primary-color has-text-color has-link-color wp-elements-1d3520d65635c78c38b49bfadbfee788\"><strong>4.&nbsp;Aankoopcategorie\u00ebn&nbsp;en&nbsp;bepalende&nbsp;feiten<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Winkels&nbsp;worden&nbsp;ingedeeld&nbsp;in 3&nbsp;grote&nbsp;categorie\u00ebn, van de&nbsp;meest&nbsp;gevoelige&nbsp;tot&nbsp;de&nbsp;minst&nbsp;gevoelige:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lichte\u00a0aankopen\u00a0<\/strong>(persoonlijke\u00a0uitrusting,\u00a0kleine\u00a0huishoudelijke\u00a0apparaten,\u00a0lichte\u00a0vrijetijdsartikelen,\u00a0enz.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Voedingsmiddelen\/buurtwinkels\u00a0<\/strong>(dagelijkse\u00a0of\u00a0regelmatige\u00a0behoeften, op\u00a0lokaal\u00a0niveau).\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Zware\u00a0aankopen\u00a0<\/strong>(zware\u00a0of\u00a0omvangrijke\u00a0producten,\u00a0weinig\u00a0frequente\u00a0aankopen:\u00a0meubilair,\u00a0elektro,\u00a0doe-het-zelf,\u00a0grote\u00a0sportuitrusting,\u00a0enz.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Alleen&nbsp;al&nbsp;de&nbsp;overstap&nbsp;naar&nbsp;een&nbsp;<strong>meer&nbsp;gevoelige&nbsp;categorie&nbsp;<\/strong>kan&nbsp;aanleiding&nbsp;geven&nbsp;tot&nbsp;een&nbsp;vergunningsplicht.&nbsp;<\/p>\n\n\n\n<p>U&nbsp;bent&nbsp;vergunningplichtig&nbsp;zodra&nbsp;aan&nbsp;\u00e9\u00e9n&nbsp;van&nbsp;<strong>de 5&nbsp;voorwaarden&nbsp;<\/strong>is&nbsp;voldaan,&nbsp;voor&nbsp;een&nbsp;netto&nbsp;winkeloppervlakte&nbsp;van&nbsp;meer&nbsp;dan 400 m\u00b2 (of 200 m\u00b2 indien de&nbsp;gemeente&nbsp;daartoe&nbsp;heeft&nbsp;besloten),&nbsp;bijvoorbeeld:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bouw\u00a0van\u00a0een\u00a0<strong>nieuw\u00a0detailhandelspand<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bouw\u00a0van\u00a0een\u00a0<strong>nieuw\u00a0winkelcentrum<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Uitbreiding\u00a0<\/strong>van\u00a0een\u00a0winkel\u00a0of\u00a0winkelcentrum\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Bestemming\u00a0van\u00a0<\/strong>een\u00a0gebouw\u00a0<strong>voor\u00a0commerci\u00eble\u00a0activiteiten\u00a0<\/strong>dat\u00a0daarvoor\u00a0niet\u00a0bestemd\u00a0was.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Aanzienlijke\u00a0wijziging\u00a0van de\u00a0aard\u00a0van de\u00a0commerci\u00eble\u00a0activiteit\u00a0<\/strong>(verandering\u00a0van\u00a0categorie\u00a0of\u00a0aanzienlijke\u00a0verschuiving\u00a0naar\u00a0een\u00a0meer\u00a0gevoelige\u00a0categorie).\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Bijlage&nbsp;5&nbsp;maakt&nbsp;dan&nbsp;deel&nbsp;uit&nbsp;van het&nbsp;commerci\u00eble&nbsp;luik&nbsp;van de&nbsp;stedenbouwkundige&nbsp;vergunning. Dit document&nbsp;toont&nbsp;aan&nbsp;dat&nbsp;het&nbsp;project&nbsp;voldoet&nbsp;aan&nbsp;het SDT en&nbsp;legt&nbsp;uit&nbsp;waarom&nbsp;een&nbsp;eventuele&nbsp;afwijking&nbsp;gerechtvaardigd&nbsp;is&nbsp;. In de&nbsp;praktijk&nbsp;wordt&nbsp;bijlage&nbsp;5&nbsp;bij&nbsp;de&nbsp;aanvraag&nbsp;voor&nbsp;een&nbsp;stedenbouwkundige&nbsp;vergunning&nbsp;gevoegd&nbsp;zodra&nbsp;een&nbsp;van de&nbsp;bepalende&nbsp;feiten&nbsp;zich&nbsp;voordoet.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-button-secondary-color has-text-color has-link-color wp-elements-a190a71272a04e7cee4b2de44af39390\">Praktische&nbsp;toepassing: 2&nbsp;gevallen&nbsp;die&nbsp;vragen&nbsp;opriepen&nbsp;<\/h2>\n\n\n\n<h3 class=\"wp-block-heading has-button-primary-color has-text-color has-link-color wp-elements-0b850da67e8122cc906fcc8d54ba8427\">Geval&nbsp;1 \u2013 Showroom en&nbsp;afhaalzone&nbsp;&nbsp;<\/h3>\n\n\n\n<p>Context:\u00a0een\u00a0tegelwinkel\u00a0is\u00a0gevestigd\u00a0in\u00a0een\u00a0commercieel\u00a0geheel\u00a0dat\u00a0beschikt\u00a0over\u00a0een\u00a0PIC (Commerci\u00eble\u00a0Vestigingsvergunning).\u00a0<br>Volgens het\u00a0decreet\u00a0van 2015 en de circulaire van 2018\u00a0werd\u00a0deze\u00a0winkel\u00a0beschouwd\u00a0als\u00a0een\u00a0showroom en\u00a0werd\u00a0hij\u00a0niet\u00a0meegerekend\u00a0in de\u00a0netto\u00a0commerci\u00eble\u00a0oppervlakte:\u00a0hij\u00a0viel\u00a0dus niet onder het\u00a0commerci\u00eble\u00a0luik.\u00a0<\/p>\n\n\n\n<p>Vandaag&nbsp;wil&nbsp;de&nbsp;winkel&nbsp;&#8220;uitbreiden&#8221;&nbsp;door&nbsp;een&nbsp;<strong>afhaalzone&nbsp;voor&nbsp;bestellingen&nbsp;<\/strong>te&nbsp;cre\u00ebren&nbsp;die&nbsp;toegankelijk&nbsp;is&nbsp;voor&nbsp;het&nbsp;publiek,&nbsp;zonder&nbsp;dat&nbsp;er&nbsp;goederen&nbsp;worden&nbsp;tentoongesteld.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Huidige\u00a0netto\u00a0winkeloppervlakte:<strong>\u00a01.457 m<\/strong>\u00b2.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Met de\u00a0afhaalzone:<strong>\u00a01.692 m\u00b2\u00a0toegankelijk\u00a0voor\u00a0het\u00a0publiek<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Voor\u00a0het\u00a0project\u00a0is\u00a0een\u00a0<strong>bouwvergunning\u00a0nodig<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><strong>De&nbsp;vraag:&nbsp;moet&nbsp;bij&nbsp;de&nbsp;aanvraag&nbsp;een&nbsp;bijlage&nbsp;5&nbsp;worden&nbsp;gevoegd?<\/strong>&nbsp;<\/p>\n\n\n\n<p>Antwoord&nbsp;van&nbsp;het Waals&nbsp;Gewest:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Volgens\u00a0het\u00a0decreet\u00a0van 2015\u00a0had\u00a0deze\u00a0winkel\u00a0inderdaad\u00a0<strong>geen\u00a0commerci\u00eble\u00a0vergunning\u00a0nodig<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Maar op basis van\u00a0<strong>het\u00a0huidige\u00a0CoDT\u00a0<\/strong>wordt\u00a0het\u00a0wel\u00a0degelijk\u00a0gekwalificeerd\u00a0als\u00a0<strong>detailhandel<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Daarom\u00a0<strong>is\u00a0bijlage\u00a05\u00a0vereist<\/strong>.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Als&nbsp;er&nbsp;een&nbsp;<strong>handelsvergunning&nbsp;<\/strong>bestaat&nbsp;voor&nbsp;het&nbsp;geheel,&nbsp;spreken&nbsp;we&nbsp;van&nbsp;<strong>een&nbsp;uitbreiding&nbsp;van het&nbsp;handelsgeheel<\/strong>, die&nbsp;betrekking&nbsp;moet&nbsp;hebben&nbsp;op&nbsp;<strong>de totale&nbsp;oppervlakte&nbsp;van het&nbsp;handelspand.<\/strong>&nbsp;<br>Met&nbsp;andere&nbsp;woorden:&nbsp;door&nbsp;de&nbsp;herclassificatie&nbsp;van de showroom&nbsp;als&nbsp;detailhandel, in&nbsp;combinatie&nbsp;met de&nbsp;uitbreiding,&nbsp;valt&nbsp;het&nbsp;hele&nbsp;verkooppunt&nbsp;onder het&nbsp;toepassingsgebied&nbsp;van het SDT.&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading has-button-primary-color has-text-color has-link-color wp-elements-b94d3b223a88cdfb19c9f3dd0b69bd22\">Geval&nbsp;2:&nbsp;Installatie&nbsp;van&nbsp;laadpalen&nbsp;op de&nbsp;parkeerplaats:&nbsp;buitenoppervlakte&nbsp;die&nbsp;moet&nbsp;worden&nbsp;opgenomen&nbsp;in de&nbsp;netto&nbsp;commerci\u00eble&nbsp;oppervlakte!&nbsp;<\/h3>\n\n\n\n<p><\/p>\n\n\n\n<p>Context:\u00a0In het\u00a0kader\u00a0van\u00a0een\u00a0<strong>uitbreiding\u00a0van\u00a0een\u00a0bestaande\u00a0winkel\u00a0<\/strong>wil\u00a0de\u00a0eigenaar\u00a0<strong>laadpalen\u00a0voor\u00a0elektrische\u00a0voertuigen\u00a0<\/strong>op de\u00a0parkeerplaats\u00a0installeren.\u00a0<\/p>\n\n\n\n<p>Dit&nbsp;roept&nbsp;twee&nbsp;vragen&nbsp;op:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Moeten\u00a0bij\u00a0een\u00a0<strong>uitbreiding\u00a0van\u00a0een\u00a0bestaande\u00a0winkel\u00a0de\u00a0parkeerplaatsen\u00a0met\u00a0laadpalen\u00a0worden\u00a0meegeteld\u00a0<\/strong>in de\u00a0commerci\u00eble\u00a0oppervlakte?\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Zo\u00a0ja,\u00a0wordt\u00a0het\u00a0<strong>feit\u00a0dat\u00a0een\u00a0commercieel\u00a0complex\u00a0wordt\u00a0gecre\u00eberd\u00a0dan\u00a0bepalend<\/strong>, in\u00a0plaats\u00a0van de\u00a0uitbreiding\u00a0van\u00a0een\u00a0bestaande\u00a0winkel?\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Antwoord:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Met\u00a0<strong>de\u00a0intrekking\u00a0van het IC-decreet\u00a0van 2015\u00a0<\/strong>is\u00a0het\u00a0besluit\u00a0dat\u00a0tankstations\u00a0van het\u00a0toepassingsgebied\u00a0uitsloot,\u00a0<strong>nietig<\/strong>\u00a0geworden.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Resultaat:\u00a0<strong>tankstations\u00a0<\/strong>vallen\u00a0opnieuw\u00a0<strong>volledig\u00a0<\/strong>onder de\u00a0definitie\u00a0van\u00a0detailhandel.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Op basis van de\u00a0juridische\u00a0analyses\u00a0is\u00a0er\u00a0<strong>geen\u00a0bewijs\u00a0<\/strong>om\u00a0tankstations\u00a0die\u00a0elektriciteit\u00a0verkopen\u00a0uit\u00a0te\u00a0sluiten\u00a0en\u00a0alleen\u00a0tankstations\u00a0die benzine\/diesel\/gas\u00a0verkopen\u00a0op te\u00a0nemen.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Praktische&nbsp;gevolgen:&nbsp;<\/p>\n\n\n\n<p><strong>Laadpalen&nbsp;<\/strong>moeten&nbsp;<strong>worden&nbsp;opgenomen&nbsp;in de&nbsp;netto&nbsp;commerci\u00eble&nbsp;oppervlakte<\/strong>,&nbsp;volgens&nbsp;<strong>dezelfde&nbsp;modaliteiten&nbsp;als&nbsp;tankstations<\/strong>:&nbsp;<\/p>\n\n\n\n<ul Het&nbsp;sleutelbegrip: de&nbsp;nettoverkoopoppervlakte&nbsp; Alleen&nbsp;de&nbsp;netto&nbsp;verkoopoppervlakte&nbsp;wordt&nbsp;in&nbsp;aanmerking&nbsp;genomen.&nbsp;&nbsp; De&nbsp;netto&nbsp;oppervlakte&nbsp;is&nbsp;de&nbsp;verkoopoppervlakte&nbsp;die&nbsp;toegankelijk&nbsp;is&nbsp;voor&nbsp;het&nbsp;publiek,&nbsp;waar&nbsp;er&nbsp;een&nbsp;(directe&nbsp;of&nbsp;indirecte)&nbsp;uitwisseling&nbsp;met de&nbsp;klant&nbsp;plaatsvindt.&nbsp;Deze&nbsp;omvat&nbsp;met&nbsp;name:&nbsp; Alles&nbsp;wat&nbsp;niet&nbsp;toegankelijk&nbsp;is&nbsp;voor&nbsp;het&nbsp;publiek&nbsp;of&nbsp;waar&nbsp;geen&nbsp;directe&nbsp;commerci\u00eble&nbsp;interactie&nbsp;plaatsvindt&nbsp;(voorraden,&nbsp;magazijnen, interne&nbsp;kantoren,&nbsp;technische&nbsp;ruimtes,&nbsp;enz.)&nbsp;valt&nbsp;niet&nbsp;onder de&nbsp;netto&nbsp;commerci\u00eble&nbsp;oppervlakte.&nbsp; 3. Het&nbsp;winkelcentrum:&nbsp;een&nbsp;optelsom&nbsp;van&nbsp;oppervlakten&nbsp; Het&nbsp;begrip&nbsp;winkelcentrum&nbsp;blijft&nbsp;centraal&nbsp;staan.&nbsp; Een&nbsp;commercieel&nbsp;complex&nbsp;wordt&nbsp;gedefinieerd&nbsp;door&nbsp;een&nbsp;juridische&nbsp;en\/of&nbsp;feitelijke&nbsp;band,&nbsp;bijvoorbeeld:&nbsp; In&nbsp;een&nbsp;commercieel&nbsp;complex&nbsp;worden&nbsp;de&nbsp;netto&nbsp;commerci\u00eble&nbsp;oppervlakten&nbsp;bij&nbsp;elkaar&nbsp;opgeteld.
